New Centralized ROC System
Online Tutorial Session

The new Centralized Responsible Organization (Resp Org) Change (ROC) System was made available to the industry in July 2015. Participation in this feature is currently optional, however on June 30, 2017, the feature will become mandatory for any Resp Org change initiated by the submitting Resp Org in which the controlling Resp Org requires a valid Letter of Agency (LOA) in order to release a subscriber’s Toll-Free Number to the submitting Resp Org.

NOTE: The online tutorial sessions do not cover using a published Web Service (API). However, it is important to note that the ROC System can also be accessed via a Web Service. The Web Service must contain authentication credentials as well as a list of all Toll-Free Numbers involved in the change. The Web Service call must also contain a digital copy of the LOA. The Web Service call will return a status of whether the request was accepted by the ROC System and a list of all current Resp Orgs associated with each Toll-Free Number.
