In response to the rise of illegal and unwanted text messages to consumers, the Federal Communications Commission (FCC) is cracking down on fraudsters leveraging voice and text channels for their nefarious activities. Regulations were put into place requiring explicit effort and participation from both voice AND mobile wireless providers.

In early 2023, the FCC released the Text Blocking Report and Order, which established a new rule aimed directly at addressing robotexts: all mobile wireless providers will be required to leverage a reasonable do not originate (DNO) list for outbound texting to prevent illegal and unwanted text traffic.

Joel Bernstein, Somos’ Vice President, Regulatory and Public Policy,   joined Somos in 2014 to lead the company’s regulatory and public policy outreach. With more than 25 years of experience in telecommunications policy and law, Joel provides Somos with great insight into the public policy process in Washington. Prior to joining Somos, Joel was a partner with Temple Strategies and its predecessors, providing telecommunications public policy, legislative, regulatory and legal advice to Fortune 30 companies, start-ups, trade associations, state governments, and other clients. In addition to his private practice experience, Joel has worked on Capitol Hill and was a legal intern at the Federal Communications Commission. 


Kevin Rupy, is a Partner in the Telecom, Media & Technology (TMT) Practice at Wiley Rein, LLP, and has over twenty years of experience in the communications legal field. Mr. Rupy is a recognized expert in the area of robocalls, having established USTelecom’s Industry Traceback Group, testified before the Senate on several occasions, and is frequently interviewed by media outlets on the issue. He was previously Vice President of Policy at USTelecom, where he served for approximately 14 years. Prior to joining USTelecom, Mr. Rupy practiced with the telecommunications group at an Am Law 200 firm in Washington. He also served for six years in the United States Marine Corps, attaining the rank of Captain. Mr. Rupy received his J.D. from American University and his B.A. from Fordham University.
