Maine recently bolstered consumer protection against unwanted telemarketing by amending its telephone solicitation statute. The update mandates that telephone solicitors must use the Federal Communications Commission’s (FCC) Reassigned Numbers Database (RND) before calling Maine consumers. This proactive measure aims to reduce nuisance contacts and protect consumer privacy by curbing unwanted and potentially harassing telemarketing calls/texts.

Meet Your Presenters




Kevin Green, Somos’ Sr. Director, Public Policy and External Relations, represents Somos in industry and regulatory interactions, further deepening relationships between Somos and regulators, the industry, with strategic alliances and customers. Kevin is an accomplished Senior Telecom Executive with a demonstrated history of success working in the telecommunications industry. Prior to joining Somos, Kevin was the Senior Telecommunications Policy Analyst at the Federal Communications Commission (FCC), where he was responsible for conducting rulemaking proceedings regarding media ownership while examining the economic aspects of existing and proposed rules and policies. In addition, Kevin analyzed the competitive and financial aspects of proposed merger and acquisition transactions. 

Michael Johnson, Utility Analyst at Maine Public Utilities Commission, joined the Maine Public Utilities Commission in 2010 as a utility analyst working in the Telephone and Water Division. Prior to the Commission, Michael worked in the Maine Legislature on various policy issues. He also worked for MCI-WorldCom in Virginia as a planning engineer and later as a reporter for Telecommunications Reports in Washington, D.C. Michael graduated from the University of Maine with a degree in Political Science and a Master’s in Communication. He also serves as an adjunct faculty member at Kennebec Valley Community College.





Beth Sprague, Somos' Director of Reassigned Number Database (RND) Administration for Somos Gov,  is responsible for ensuring service providers can report their disconnected telephone numbers in accordance with the FCC mandate, as well as managing the continued operation and evolution of the database, all while protecting consumers from receiving unwanted texts and calls. Prior to Somos Gov, Beth worked for NANPA where she was instrumental in improving numbering best practices to extend the life of the NANP to benefit the telecommunications industry and ensuring the supply of telephone numbers in North America.
